Gotoh do make tuners with shorter shafts on the middle pair. I’ve never investigated their model number or even whether they’re available but my Collings mandola came with a set fitted from new.
On second look, the shafts, especially the Ds and As seem short. Maybe the shafts have been modified? Here's a photo of a nickel set of MF40R tuners.
