That sounds like a problem at the nut, if so, most likely slots are too narrow.
The sides look very thick; I'm wondering if they're carved out of one piece of wood ala Orville Gibson's original construction. Is there a distinct joint between the neck and the sides?
I'm just looking at the fret markings: 3rd, 5th, 7th, 9th, 11th. You lost me at 11.

TBH, I don't usually measure relief, but since you asked: action at the first fret(above), G string at the 12th .075", relief(at 7th) .005"
While you're waiting: here's Frank Ford's page on setting action at the nut. My mandolin is approx .011" G string and .006" E string at the first fret. I'm using medium Daddios. So... your action...
Thanks Tom for getting to the right question. You can also go to edit > edit measures and change the entry box to "from 1: to 1" and hitting insert.
