A common problem with Strad-O-Lin's. I have had two (like that) fixed. Was charged less than $50 for each repair. It's an easy fix. If your repairman charges $100, he is overcharging or he is paying...

It's been poorly refinished. I'm not sure what is going on with that neck heel cap but it might be covering up a flaw or separation. I would worry about whether or not the neck angle was reset...
