Made thousands of pickups with neo magnets and never had issues with strings being pulled out of tune (need damn big N52s to overcome mandolin tension) ;)
Half P-Bass pickups are fine (Epi Mandobirds got away with them for years) although without modification, there will still be the string imbalance problem.
As for magnet strength, shouldn`t make...
Yup! My guess is that something really small could make a big difference........maybe try a 5mmX1mm........ Cheap enough (ebay) so no harm trying.

Have you had a look under the pickup? ...... If those poles are rod magnets, then you may be able to tweak the balance by adding small Neodymium discs.
If they have a bar magnet underneath, then...

The only reason the magnet is within the coil is for convenient packaging (otherwise, how would those "horseshoe" lap steel pickups work?

Part of the problem is the difference in string gauges ........ since mandos are tuned in 5ths (rather than 4ths as guitars and ukes), there is a larger step between gauges.
