There's a place on Broad Street in Philadelphia called Vintage Instrument Repair. I've heard about them, but don't know them first hand. As I understand it, they do extensive work on vintage mandolins, violins, etc. It wouldn't hurt to give them a call. You'll find them easily with a Google search. Good luck.

Vintage Instruments is Fred Oster's shop. He deals primarily in American made vintage guitars and mandolins. He's been around a good while. Because he buys and sells vintage instruments, I'm sure he has a quality luthier working for him to do restorations and repairs... although I'm not sure who's doing that work these days. There's a guy named Jack Romano in Conshohocken (a NW Philly suburb) who is well known in the folk music circles here for doing good repair work. I also do fretted instrument repair, and have worked on many mandolins. I am in Philly myself, and could do your re-fret, but I would not be able to be speedy with it as I do repair work on the side of a full time job and other commitments. (My rates are adjusted accordingly.)
Good luck with whatever you decide - and maybe someone will turn up closer to home...
