It's not possible to upload from computer. You can select the file but the upload file does not show and no error messages
This quickie video shows how I add a picture to my posts here, using a Windows computer and Chrome browser. I don't know if it's the 'right' method or not, but it seems to work for me... YMMV. Although this method is technically an "Insert Image" rather than an "Attachment". Here's the process:

Using the above method, I added this "test" picture to this post - you can click it to make it larger:
I seem to vaguely recall something about having to post the message within one hour of uploading the picture, otherwise the picture disappears and you have to re-select and re-upload the picture... That might be mentioned somewhere in the FAQ's which I confess I haven't read in their entirety for quite some time...
There are a couple of ways. The way I do it, from a PC browswer is this:
1. Start a new message, it can be a Reply or a New Post.
2. Type in some text.
3. Click on the Go Advanced button on the bottom right side of the reply window
4. Go down to the Manage Attachments button
5. A window will pop up with all of the image files you have uploaded (assuming you have)
6. Click on the Add Files button then the Browse button
7. Select the file you want to upload then click Upload
8. When the thumbnail appears in the lower bottom corner of that window click on Done.
9. Then you can either Preview the Message or Submit the Message.
There are other ways but this way you have the option of reusing an image you previously posted.

Okay, so hereīs a rub:

I had a picture downloaded on my computer. Neither in the "quick-post-mode" nor in the "advanced mode" was there a way to insert this picture form my computer. There is neither the "paper clip" that we have in this thread (I checked, itīs here but not there), nor is there the aditional button in the "post a picture by inserting a ULR link" pop up thingy.
Whatīs up? Do I just not understand how it goes?

The Blogging area is different from the main Forum so the assumption they are one and the same doesn't hold.
In a blogging comment section you can insert an image that is hosted somewhere else already on the forum or on some other physical location on the internet, but you cannot specifically upload physical images and other attachments to another member's blogging section. How an image is inserted in the blogging area is managed by clicking the image icon (circled in red in this attachment) and then providing the URL (web address) of the image.
