Does anyone know where I may find this song with tabs arranged for mandolin? I'm really digging on it right now and would love to learn it.

Ultimate-Guitar.com has guitar chords, strum pattern, and lyrics. It's not arranged specifically for mandolin, but it's only three chords - G, C and D. There are a gazillion sources to find voicings for the chords.
The easiest 4-note voicings would probably be :
G - 0023
C - 0230
C - 2002
You could throw in a occasional Gsus - 0033
If I were playing with a few other folks, my personal choices would be 3-note closed chords:
G - 452x
C - 523x
D - 545x (actually a D7)
Over the years we've listened to a lot of Tom Waits, and this early stuff (in my estimation) is the best. Good luck!

All my life I wanted to be somebody, now I realize I should have been more specific.
Hey Joshua, any chance you play guitar as well? You inspired me into a rabbit hole where I found this:
You don't need to play guitar as it's a great music lesson on its own. IMO that guitar would yield some cool mando line parts.
Eric is a favorite online teacher of mine with some real left of center choices. check him out!
Thanks for posting that, Bob. I’ll be digging into his site a little later tonight!
I thought you were going to tell us that Tom Waits's old shoes were being auctioned on eBay.
Robert Johnson's mother, describing blues musicians:
"I never did have no trouble with him until he got big enough to be round with bigger boys and off from home. Then he used to follow all these harp blowers, mandoleen (sic) and guitar players."
