Anyone have any experience with this builder? I currently looking for someone in the 4K range. Or would it be wise to buy a weber, northfield, etc?

No experience with Lamb mandolins, sorry, but I'm a fan of supporting independent luthiers. That said, I played Weber, Northfield, and Pava F styles at TME a couple of Augusts ago. I remember all being good feeling and sounding instruments, and was impressed that the Northfield held its own. I also didn't feel that particular Weber was especially bright, but I also can't remember what year it was built. I wasn't impressed enough to pony up the extra dough for their scrolls, though, as my Skip Kelley A5 is a killer mandolin. I think Skip's F5's are above budget, but his A5s are well within. He's a regular poster on the Café, and, by all second hand accounts (as I never made it up to his shop in Thomasville, NC, before he moved to Ohio), a very nice guy. NFI, etc, etc.
Really, in that range, almost all of the mandolins are going to be good, and some great. It just comes down to personal preference and details...

I'm not familiar with Lamb mandolins either but don't personally find Weber mandolins to be too bright. Their necks seem more controversial but I like big necks & I cannot lie
The two best mandolins I've played were a northfield artist 5-bar, and a Weber, I don't know the model. But I am partial to supporting individual builders, especially less known ones
Mandolin: Kentucky KM150
Other instruments: way too many, and yet, not nearly enough.
