Never mind. Looks like they list it as "catalogue record only."
If you search the Library of Congress online catalog, you'll get 35 hits. I cataloged most of these items at LC over the last few years in my attempt as a volunteer to get more of LC's mandolin scores in the catalog. Cataloging is also the first step in digitization and so if I live long enough (doubtful) maybe I'll be able to talk LC into digitizing the many hundreds of mando scores I've cataloged.

Michael Reichenbach (Mandoisland) has some links to Cottin's Method books. (Oops! you did say you found the methods—sorry!)
I think book 3 from these studies— "Etudes Melodiques d'Agilite pour Mandoline—may be for sale from this site but they are away until January 7. If you want the other books you may need to contact them.
Probably best to search for the French title in general.
