Hot breath and a soft cloth if you must. If you polish the tarnish off anything, it will eventually wear away.
If the tailpiece is from about 1910 onward, it is a nickel silver alloy- not plated, so it should not be a problem polishing one of that type.
I've use Nevr-Dull for years. About as non-abrasive as you can find.
