Looks Italian, turn of last century. I'm not terribly fond of extreme bling due to loss/repair issues, but that one is delightfully over-the-top. And the price realised was an absolute steal. I'm long done with buying mandolins, but if I'd seem this one I'd have certainly placed a bid.
Regarding maker, no clue.
Yes, part of the bling was indeed missing but it looks like just one fragment.
