My Recording King tenor guitar action measured at the 12th fret is about
0.070 inch on the A string and 0.085 inch on the C string (Imperial units).
I don't know why that would change for different tuning.

Thanks, sounds_good. I think that's just under 2.5mm on the bass side 12th Fret, for those of us with metric feeler gauges.
Closer to 2 mm on the bass side.

Right - I think mine is nearer 3mm. Now to find a guitar tech who understands tenors. These guitars appear to work on string tension rules somewhere between a steel string and a nylon string guitar - less strings and shorter scale.
If you want to lower the action at the 12th you need to take twice as much off the saddle.
So, guessing that your action is 0.75 mm too high, 1.5 mm needs to come off the saddle.
Check that will leave you enough saddle (2 mm or a bit more). If not, your neck is underset, might need to be returned.
