I was going to suggest Mulligans, since their Wednesday session which was usually hosted by singer/songwriters Margot and/or Sophie from The Lasses would certainly accommodate some mandolin breaks in among the tunes, and they are looking at having bluegrass jams at weekends - however they're closed until 18th Jan.

No I don't really know them, I just drop in and play in the sessions whenever I'm in Amsterdam and they seem to vaguely remember me.
I see these guys, Barnyard Tea, were playing at Mulligans last month, so maybe you could try them and see if they can point you in the right direction.
Dunno if they're in Amsterdam, (although Mulligans posters describe them as "local") but they seem to be up for a jam:
