It's a bowl back mandriola, missing the fretboard and bridge and could have been made by a number of people, most likely in the US around 1900 to 1920. They are for sale weekly on a well known auction site in much better shape than yours for not very much money. We also limit commerce to the Classifieds and to Mandolin related items.
It appears the tuners are missing parts as well. There's not a lot of value there.
