This is a piece from “Méthode Elémentaire de Mandoline” by E-L. Patierno, the third piece for practicing repeated 16th notes.
On page 29 the maestro says, that
“16th notes are only done in tremolo in very slow movements”
therefore here 16th notes are played with a down-up stroke and 8ths are played détachée.
