Yes, that is proper hand position. Doyle Lawson said he does/did that, the key is no downward pressure on the bridge/strings.

Depends on who you ask. And to a degree the type of music you want to play. There is a wide range of proper.

A lot of good players do it that way. Others maintain a stable hand position by brushing their knuckles against the pick guard/finger rest or planting their pinky on the top. If you search the message archive for 'pick guard' you should find a number of threads that go through the pros and cons of the various possibilities.
