Hi John, and apologies for not replying earlier -- I had not seen your message as this is not really a discussion thread but rather intended as a convenient place to post attachments for the social groups section of the Cafe. As for your question, I would think that "EC" stands for "English concertina" (i.e. the chromatic version) and "BC" for "baritone concertina". That would make the arrangement intended for a concertina ensemble plus bass.
