Is there a slow-down program that creates mp3 files?

I am looking for a slow-down program that will allow you to create an mp3 file of a slow loop of a particular song section. I know a lot of programs tout their "real time" capability, but I want to create a file so it could then be played on any mp3 player. Ease of use is important.
