Check the Central NY Bluegrass Association website, for jams, though it's BG rather than OT oriented. Folk Times, published out of Corinth, is also a good source.

Try also rhbamericana.com - Kathy Kellish's Rolling Hills music barn hosts an open mike Thurs and a nice all-around jam session on Sundays. Friendly people and dreat atmosphere.
I don't know how long you will be in the area, but Pickin' In The Pasture will be happening not far from Syracuse August 23-26. The event focuses on bluegrass music but there is some Old Time played. The area is home to The Highwood String Band, Fat City, The Horse Flys, etc. and they have left their influence on musicians in the area. For more information visit www.pickininthepasture.com .
